Spanish Brown Rice

(1) can diced tomatoes
(2-3) cups of Water or chicken broth
(1) TBS. olive oil
(1) bell pepper
(1) large onion
(6) cloves garlic
(1-1/2) cups of brown rice
(1/8) tsp. cayanne pepper
